“14 June 2022, Brussels

Dear Prime Minister Viktor Orbán,

As we, Members of the European Parliament, have been following the European Council negotiations on the adoption of the 6th sanction package against Russia, we could not comprehend your actions aimed at delaying the process, splitting the EU position and weakening the restrictive measures against Russia. When the democratic world is united in its support for Ukraine and the Ukrainian people, we expect your government to do the same. Instead, we have witnessed the regrettable prioritisation of national economic gain and personal political interests over the lives of the Ukrainian people. We regret that your government was unwilling to consider the Adria pipeline from the Adriatic as an alternative to meet Hungary's oil needs.

The exemption you have secured for Russian pipeline oil will continue to fund Russia's war crimes against Ukraine. People like Patriarch Kirill, who was removed from the EU sanctions list upon your last minute insistence, will continue to mobilise support for the criminal acts that are tragically killing Ukrainian people, including innocent children.

The European Union was created to promote peace, cooperation and unity. This unity is why the EU and its Member States withstand crises and emerge each time stronger than before. We are confident that this will continue to be the case after this terrible war.

Ukraine is Europe. By swiftly implementing pro-European reforms and defending European democracy and values against Russian tyranny, Ukraine deserves our full support, including EU candidate status. We therefore call on you, as the leader of an EU Member State still healing from the wounds inflicted by the dictatorial Soviet regime, to preserve European unity. We ask you to stand on the right side of history along the Hungarian people, who are clearly in solidarity with Ukraine. We ask you to behave like a true European.”

Budapest, 15 June 2022

“Dear Mr. Kyrtsos,

Hungary’s position on the war between Russia and Ukraine was clear from the beginning; we condemn the Russian attack on the territorial sovereignty of Ukraine and the violation of the Budapest Memorandum on Security Assurances. We want peace. The armed conflict must end, and disputes must be settled through negotiation. We need to help Ukraine and look after the refugees.

So far, nearly 800,00 refugees have arrived in Hungary from Ukraine who have been provided with food, accommodation, and medicine. We provide education for children and employment for adults. Tens of thousands of Hungarians accommodated refugees fleeing their homes, collected donations, and did volunteer work. In the meantime, we have sent and will continue to send humanitarian aid, assistance, foodstuffs, fuel, and medicine to Ukraine.

Hungary and its citizens deserve recognition and gratitude for their efforts instead of offensive statements and indoctrination.

Hungary’s constitution protects religious freedom; therefore, Hungary will never support the sanctioning of religious leaders and their isolation from believers. Peace can only be restored through the active involvement of churches. Our position was previously known to all Member States.

During the adoption of the six sanctions packages, Hungary has done its utmost to preserve European unity. We have done so even though it has become increasingly difficult to enforce the previously consensual principle that the sanctions imposed should not do us more harm than they do to Russia.

According to the Treaties, the European Council decides unanimously. The right of veto is conceptually incomprehensible because in the absence of unanimity, no decision can be made. Just as Members of the European Council cannot prescribe how Members of the European Parliament vote, the opposite is also true.

In the interests of Europe, I reserve Hungary’s right to speak up with a sincere voice and sober arguments against proposals that run counter to common sense  and threaten to impoverish Hungarian and European families. I am sure I will find more and more partners among you in this endeavour. This is not only in the interests of Hungary but also in the interests of Europe.”
